Academic Advising Specialist – Academic Advising Center (6 Positions)

Reports to: Director of Academic Advising
Duties: The Academic Advising Specialist will manage student retention and completion initiatives for targeted student populations. Academic Advising Specialists will utilize data to identify, monitor, and assess students’ progress toward degree completion, implementing and evaluating appropriate interventions as needed. Academic Advising Specialists will work with external University staff related to appropriate support and academic needs of the target student population. Perform other duties as assigned. Academic Department Liaison – Academic Affairs Division (17 Positions)**FOR UTB EMPLOYEES ONLY**

Duties: To perform a wide variety of administrative duties for an academic department or departments. Primary responsibilities will include, but not limited to, providing support and assistance to faculty, students and the general public regarding any matters related to the assigned academic department(s); ordering supplies, routing correspondence and all incoming/outgoing documents to appropriate administrators, faculty and staff; processing budget and leave paperwork as necessary; scheduling locations for meetings, preparing meeting packets, and taking minutes at meetings; assisting, preparing meeting packets, and taking minutes at meetings; assisting department chairs and faculty with course planning an textbook orders. Serve as a liaison between Academic Affairs and the assigned department or departments. Academic Business Analyst – Academic Affairs Service Center (4 Positions)**FOR UTB EMPLOYEES ONLY**

Reports to: Manager for Financial Services for Academic Affairs
Duties: Work cooperatively with representatives from Provost, Dean’s and Academic Affairs offices to accurately and efficiently analyze and process business information. Primary responsibilities will include, but not be limited to, reconciliation of accounts, review and approval of all documents related to travel, hiring, budget changes, contracts, etc. Ensure that all documents are processed in a timely manner, in compliance with University policies and within allowed budgetary constraints. Position is also responsible for the entry and analysis of departmental course schedules and other course information as needed. Responsible for oversight of the calculation of full time and adjunct faculty workload information. Responsible for the preparation and analysis of adjunct and full time faculty overload assignment ledgers and corresponding payroll documents. Position will provide reports and detailed analysis for Deans, departments and Academic Affairs on academic, enrollment and demographic information as well as revenue and expense analysis, and provide recommendations and implementation options to improve efficiencies and accuracy throughout Academic Affairs. Position will prepare divisional reports for Provost, Associate Provost and Assistant VPAA as needed. Administrative Services Manager – Campus Police**FOR UTB EMPLOYEES ONLY**

Scope: To supervise and participate in planning of all major events relating to Campus Police business activities. To provide insight to the Assistant Chief of Police and other police supervisory personnel with planning ideas, resource utilization, and optimum scheduling routines, arrange best use of human and fiscal resources, carry out multiple simultaneous activities, prepare reports, prepare orders for services and supplies, coordinate support for programs that may not be directly supervised. Assistant Chief of Police**FOR UT SYTEM POLICE EMPLOYEES ONLY**

Scope: Assists the Chief of Police in the development, administration, coordination and implementation of departmental policies, procedures and activities. Responsible for coordinating the objectives of the administration of the Police Department and the law enforcement and security efforts within the areas under the control and jurisdiction of the University of Texas System. Duties: Develops and implements goals, objectives, policies and procedures for the department and work units assigned; assists in developing the departmental budget and provides administrative guidance for the control of budget expenditures.
- Directs the preparations of a variety of records and reports relating to departmental activities; prepares reviews and presents reports and other necessary correspondence; reviews and evaluates reports and other documents submitted by subordinate personnel.
- Evaluates and modifies, as required, programs, activities, policies, procedures, rules, orders and regulations to ensure compliance with the university’s and department’s mission, goals, objectives, core values, Board of Regent’s Rules, U.T. System Police policies, university operating procedures, department policies and general law.
- Designs, coordinates and implements the organization and mobilization efforts of the university community to achieve the department’s mission, goals and objectives.
- Reviews and directs the department’s fiscal, equipment and human resources activities and services; develops, reviews and manages staff and employee recruitment, development and training.
- Identifies and resolves difficult public and human relations problems.
- Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring recommendations and training employees; planning, assigning and directing work, appraising performance; rewarding employees; addressing complaints and resolving problems.
- Controls and commands major investigations, emergency management situations and large university special events. Performs risk management assessments and develops related preparedness, response and mitigation manuals.
- Designs and implements operational, technical and administrative methods of university community policing, crime prevention, delinquency control, law enforcement and related functions, including but not limited to, investigations and identification, patrol, traffic control and safety.
- Represents the police department at meetings, conferences and other public functions; acts, as directed, as media spokesperson for the police department.
- Conducts, directs and reviews investigations of officer and staff misconduct within the police department and makes disciplinary action recommendations to the Chief of Police.
- Coordinates law enforcement activities with other departments and law enforcement agencies.
- Participates in professional organizations and on a variety of boards, commissions and committees.
- Assumes command of the police department in the absence of the chief.
Minimum Education: Bachelor’s degree in Criminal Justice or related field from an accredited college or university.
Minimum Experience: Ten years of increasingly responsible broad based experience as a commissioned police officer with a recognized law enforcement agency with four years of management and command-level responsibility. Must have a Texas Peace Officer license, advanced certification from the Texas Commission on Law Enforcement Officer Standards and Education, and a Class “C’ Texas driver’s license.
Preferred Qualifications: Completion of an advanced police management and leadership training such as the FBI National Academy, PERF’s Senior Management Institute for Police or a State Law Enforcement Command College. Master’s degree in Criminal Justice or related field. Prefer five years of major command responsibility as a Police Lieutenant or Captain. Experience and knowledge in the areas of event management, homeland security, risk management, emergency management, dignitary protection and building security.

Business Analyst – Information Technology

Co-Director of Learning Enrichment (2 Positions)**FOR UTB EMPLOYEES ONLY**

Scope: The Director provides leadership and vision for a comprehensive program of academic support services to help students develop skills and strategies that will enable them to become independent, active learners and to achieve academic success. Data Analyst II – Provost/VPAA **FOR UTB EMPLOYEES ONLY**

Duties: Assist in the development and maintenance of institutional data tools for the Office of the Provost and Academic Affairs. This position will be responsible for generating and formatting routine institutional reports for executive management. The Data Analyst II provides assistance in the coordination, preparation and validation of various state, regional, and federal reports. The duties include but are not limited to the following: Develop and analyze reports in Colleague for the division of the Provost and Academic Affairs. Assist the Division with the development of data tools and databases to improve and automate business processes. Develop reporting tools using data from Colleague and PeopleSoft. Use Informer to develop reports and information for the Division. Develop other technical solutions to improve the flow of information within the Division. Scope: Responsible for the timely resolution of development or support issues related to the integration of student and business information systems, such as the existing Ellucian Colleague ERP and/or newly adopted PeopleSoft ERP, the data warehouse and for identifying opportunities and recommending processes for improving system efficiency and effectiveness. Work scope also involves analysis and design of highly complex functionalities, requiring familiarity with standard software development lifecycle (SDLC) phases and procedures.
Education: Bachelor’s degree in Computer Science, Math, Engineering, Management Information Systems or a related field required.
Experience: Six years of experience in analysis and programming is required. Development Research Associate - Institutional Grant Writers

Scope: The Development Research Associate will provide comprehensive grant support focusing on Institutional Research Initiatives. Responsible for researching and identifying potential funding sources, writing, submitting and tracking grant applications to potential local, state, and federal agencies as well as to corporate and private foundations. Works with administrative staff, deans, faculty members and appropriate staff to conceptualize and produce funding proposals and reports. Financial Aid Advisor – Office of Financial Aid (3 Positions)

Duties: Assist current and prospective students obtain the necessary resources needed through scholarships, federal, Title IV, state and institutional financial aid programs. Demonstrate and support a professional commitment to education and a student-centered financial planning process. Advise students on how to meet their short and/or long term educational goals. Provide financial planning, and assistance and guidance to parents and students concerning financial aid issues. Advise students and parents on financial aid to include eligibility requirements, application process, education costs, and/or verification process, and loan entrance and exit counseling process. Guard (2 Positions)

Reports to: Lieutenant, Campus Police
Scope: To provide service and information to students, employees, and visitors; enforce the rules and regulations of an institution of The University of Texas System pertaining to the operations and parking of vehicles on University property; and help safeguard property of an institution of The University of Texas system. Responsible for organization and coordination of duties assigned to Guard Division as delegated by supervisor. Duties: Responsible for building security through patrol and observation techniques, prevention of crime, alert to all specific safety hazards, monitor alarm systems and exercise good judgment and initiative.

Photographer II

Scope: To provide advanced technical photographic skills to produce photographic products. Responsible for the execution of special photographic assignments, document university events and campus life, stock photography images for institutional marketing and special photo assignments for various university departments as requested. Photographs a wide variety of subjects and materials; takes photographic assignments on and off campus. Makes estimates of time and material needed to produce prints, slides and other photographic materials. Perform other duties as assigned. Scope: Responsible for enforcement duties for the protection, safety and welfare of students, employees, visitors, and all property within the area under the control and jurisdiction of The University of Texas System. Exercises independent judgment within the limits prescribed by law, Rules and Regulations of the Board of regents, institutional rules and regulations and Director of Police departmental policies and procedures. Duties: To perform law enforcement duties on the property under the control and jurisdiction of The University of Texas System. Preserve the peace by the use of all lawful means, interceding, when authorized by law, to prevent or suppress crime. Provide service, information and directions to students, employees and visitors. Execute all lawful process. Arrest offenders with and without warrant when authorized by law. Investigate criminal offenses to detect and arrest criminals, recover stolen or lost property. Attempt to locate missing persons. Enforce traffic law by detecting violations, making violator contacts, placing violators in custody or issuing citations or warnings. Investigate motor vehicle collisions. Enforce Board of Regents’ Rules and Regulations. Prepare reports on all activities, filing them with supervising officer. Education: High School diploma or equivalent required. Must possess an Intermediate Certificate issued by the Texas Commission on Law Enforcement.
Experience: At least two years’ experience as a full time commissioned police officer is required.
Other: Must hold a Peace Officer Commission, issued by The University of Texas System, and a valid driver’s license not subject to suspension. Must be eligible to drive a University owned or leased motor vehicle. Must meet certain prerequisites established by the Office of the Director of Police, the Board of Regents, and the Texas Commission on Law Enforcement concerning age requirements and physical, mental, and educational standards. Effective written and oral communication skills. Must have the physical and mental capabilities to properly carry out responsibilities and duties as a commissioned police officer of The University of Texas System Police. Reports to: Vice President for Information Technology and Chief Information Officer
Duties: Familiarity with Ellucian Colleague (HR, Finance and Student), PeopleSoft (HR, Finance and Student), and the data warehouse to create and run what-if scenarios and management reports for the division and occasionally other institutional divisions. Manage administrative oversight of the divisional budget, project planning, and employment paperwork. Performs a hands-on role in the ITS division that includes analysis of existing business processes and information, collaboration with internal and external offices and development of new and improved business processes for ITS.
Oversee and assist the Business Analyst with administrative duties for the ITS Division and Departments including, but not be limited to, providing support and assistance to staff regarding any matters related to ITS and its departments ordering supplies, routing correspondence and all incoming/outgoing documents to appropriate administrators and staff; processing budget, reconciliations, leave and travel paperwork as necessary; and scheduling locations for meetings. Position will also cover absences of senior administrative personnel during vacation/temporary leave, provide support for ITS events, and perform other duties as assigned. Position will commence May 2013. This is a security-sensitive position subject to Texas Education Code 51.215 which allows the employer to obtain criminal history record information.
Education: Bachelor’s degree with four years of related experience. An Associate’s degree from an accredited college or university with six years of increased job responsibilities may be substituted in lieu of a bachelor’s degree.
Experience: Four or more years of related administrative experience, as well as customer service, independent time management, technical writing, effective verbal and written communications and Microsoft Office (SharePoint, Word, Excel and PowerPoint) experience.

Senior Research Associate (Post Doctoral)
Position Number: FY 11-45
Reports to: Director of the Center for Gravitational Wave Astronomy
Scope: The Center for Gravitational Wave Astronomy (CGWA) at the University of Texas at Brownsville is opening several postdoctoral positions in experimental and/or theoretical gravitational-wave physics. The theoretical research at the Center focuses on astrophysical source modeling, analysis of data from operational ground-based gravitational wave detectors, LISA data analysis and the phenomenological astrophysics of gravitational wave sources. The experimental research concentrates on technical aspects of the NASA LISA mission and on research supporting Enhanced and Advanced LIGO, as well as developing new techniques for future interferometric gravitational wave detectors. The center also has a strong program in gravitational wave detection using pulsar timing techniques. Researchers are involved in the NANOGrav and PPTA collaborations and the pulsar surveys at the Green Bank and Arecibo radio telescopes. We seek outstanding individuals who are qualified to fulfill at least one of the following four profiles:
1. Optics and laser interferometry:
The candidate will work on experimental aspects of interferometric gravitational wave detectors, especially focusing on laser and optics related topics like noise investigations and laser stabilization on optical cavities and atomic resonances.
2. Real-Time digital control systems:
The LISA research performed at the CGWA requires proficiency in fast digital controls systems and the ability to learn how to adapt and program DSP and FPGA hardware. The work is strongly related to the optics and laser hardware of LISA but is in part also applicable to LIGO and will require strong cooperation with our optics and interferometry group.
3. Theoretical gravitational-wave physics:
The candidate is expected to work on data analysis and astrophysics projects with an emphasis on LISA related applications. There is a considerable overlap of this type of research with ground-based detectors and the projects can be at the interface of both types of detectors.
4. Pulsar timing and gravitational wave detection:
The candidate is expected to work on all aspects of gravitational wave detection using radio pulsars. This includes, but is not limited to, the observational and theoretical aspects of pulsar searching and timing as well as gravitational wave detection using a network of pulsars.
Education: PhD in Physics or Astronomy is required.
Additional Information: Initial appointments will be for one year, with subsequent re-appointments contingent upon funding availability and satisfactory performance. Qualified applicants without gravitational-wave physics research background are also encouraged to apply.

Systems Analyst II – Enterprise Application Services

Reports to: Associate Chief Information Officer
Scope: Responsible for the timely resolution of development or support issues related to student and business information systems, such as the existing Ellucian (formerly Datatel) Colleague ERP and/or newly adopted PeopleSoft ERP, and for identifying opportunities and recommending processes for improving system efficiency and effectiveness. Work scope also involves working independently on single system analysis and design of medium to high complexity, requiring familiarity with standard software development lifecycle (SDLC) phases and procedures. This is a security-sensitive position subject to Texas Education Code 51.215 which allows the employer to obtain criminal history record information. “This position is temporary and contingent on work availability or funding which is expected to end within one year of appointment.”
Duties: Maintain the efficient operation of automated processes through the design and implementation of technical applications and advising related to administrative and learning management systems; provide technical skills necessary to analyze business and management problems of these systems and recommend and implement solutions; document and maintain standard process and technology procedures in order to maximize efficient use of information management systems; and analyze and improve data quality of systems by driving efficient processes, business rules and technologies. Perform other duties as assigned.
Education: Bachelor’s degree in computer science, mathematics, engineering, management information systems or other related field is required.
Experience: Minimum of three years’ experience in programming and analysis of database systems common to the university. Qualifications to be considered in lieu of minimum education requirement include at least six years’ experience in data system design, implementation and management specifically in databases using industry standard languages and tools; data administration; and web application programming.
Knowledge, Skills & Abilities: Ability to respond to requests and inquiries from students, University staff and faculty, governing entities and the general public. Communicate clearly and effectively, both orally and in writing. Knowledge of structured query language (SQL), Advanced MS Excel skills and MS Access skills a plus. Knowledge of enterprise applications (ERP’s), databases and reporting techniques.
